ZIMBABWE TAX CONSULTANT FEES: 2026 PRICING GUIDE

A finance director receives two tax proposals for the same business. One says US$40 a month. The other says US$350, plus VAT. Neither figure means much until the director asks who will prepare the VAT7, reconcile fiscal invoices, manage payroll exceptions and answer ZIMRA when a return raises a query.

Tax consultants Zimbabwe businesses appoint in 2026 charge according to scope, risk and the quality of records available. Businesses seeking tax consultants in Zimbabwe and Harare should compare written scopes before comparing monthly figures. Zimbabwe does not publish a statutory tariff for tax consultants. Each firm sets its professional fees privately, so a serious comparison separates advisory time, ZIMRA taxes, government charges and VAT on the consultant’s invoice.

What tax consultants charge in Zimbabwe in 2026

There is no single market rate for tax work in Zimbabwe. A small employer with clean monthly payroll records needs a different engagement from a retailer that must reconcile FDMS fiscal invoices, prepare VAT returns and resolve historic ZIMRA exposures.

A publicly displayed Harare price list provides a useful starting point, not a national fee scale. As checked on 3 October 2026, it lists income tax and PAYE returns from US$20 per month, VAT returns from US$40 per month, ZIMRA registration from US$150, ITF263 tax clearance work from US$150 and VAT registration from US$300.

Those are from-prices for a defined provider and should not decide an appointment on their own. A quote can look lower because it excludes bookkeeping, staff onboarding, correspondence with ZIMRA, correcting old returns or VAT.

The rate changed on 1 January 2026, so a US$200 professional fee can become US$231 when the quotation excludes VAT.

Ask the consultant to show the VAT treatment in writing. It prevents a procurement team from approving a number that does not reflect the invoice payable.

What changes a tax consultant’s fee

The monthly turnover figure matters, but it does not tell the full story. The work expands when records arrive late, systems do not match bank activity, or the enterprise operates across multiple tax obligations.

VAT status and fiscal invoice quality

VAT registration becomes compulsory when taxable supplies exceed US$25,000, or the ZiG equivalent, over 12 months. This threshold matters because VAT compliance introduces a recurring reporting and reconciliation process, not a one-off registration form.

From 1 January 2026, ZIMRA moved VAT input-tax administration toward the TaRMS Self-Service Portal and FDMS-validated fiscal tax invoices. Manual input-tax schedules are generally disallowed, which means a consultant may need to test invoice validity before including input VAT in a return.

If your business is below the compulsory registration threshold and does not have a clear commercial reason to register voluntarily, do not treat VAT registration as a default tax planning step. It adds compliance work every month and an invalid fiscal invoice can undermine an input-tax claim.

Payroll, PAYE and NSSA administration

Payroll retainers depend heavily on headcount and pay complexity. An employer with twelve employees on one currency and stable salaries creates less monthly work than an employer with commissions, allowances, new hires, exits and mixed-currency payroll.

NSSA requires both employer and employee contributions of 4.5%, subject to the prevailing quarterly insurable-earnings ceiling. Employers submit monthly P4 returns through the NSSA self-service portal, so payroll work often includes more than calculating PAYE.

The most common purchasing mistake is assuming that a PAYE quote includes NSSA administration. Ask whether the consultant will prepare the P4, reconcile contributions, retain payroll support and deal with a rejected submission.

Provisional tax and year-end tax planning

A provisional-tax assignment has four quarterly calculations and returns for the 2026 year of assessment. The payment proportions are 10% by 20 March, 25% by 20 June, 30% by 20 September and 35% by 15 December.

These dates justify a separate annual scope because the adviser must update forecasts as trading results change. A business that waits until December has less room to correct an under-estimate and may face penalties and interest on late compliance.

Historic issues, audits and tax clearance

Tax clearance support is often priced separately because the consultant must establish the actual compliance position first. An ITF263 certificate is compliance-dependent, and a consultant cannot responsibly promise it before checking outstanding returns, payments and data on the ZIMRA profile.

Audit representation, objections and voluntary corrections require a separate engagement letter. The work can involve reconstructing transaction histories, responding to technical points and agreeing a payment path, none of which a basic monthly retainer should silently absorb.

Two fee comparisons that show the difference

Take a retailer with twelve staff, a US$40,000 monthly payroll and taxable supplies above the VAT threshold. Its management team asks for PAYE, NSSA administration, VAT7 preparation and provisional-tax support, but supplies purchase invoices only after month-end.

A consultant may quote a modest payroll figure, then charge separately for invoice sorting, FDMS checks and VAT reconciliation. If the business pays US$250 a month before VAT for the wider scope, the annual professional cost is US$3,000 before the 15.5% VAT charge. The better decision is to appoint one internal person to close records on a set date, because late and incomplete records create recurring advisory time.

Now take a Harare professional-services company with four directors, no employees and turnover below US$25,000 over 12 months. It needs income-tax compliance and provisional-tax estimates, but it does not make taxable supplies at the compulsory VAT threshold.

This company should not buy a full VAT compliance retainer simply because a consultant offers one. It may instead agree an annual income-tax and quarterly provisional-tax scope, then review VAT registration only if sales move toward the threshold. The business should still confirm whether the quote includes year-end accounts, ZIMRA profile maintenance and any ITF263 tax clearance work.

These examples are illustrative, not M&J client cases. Actual fees depend on record quality, transaction volumes, outstanding liabilities and the responsibilities the engagement letter assigns.

How to request a quote that you can compare

A useful request for proposal describes the enterprise before it asks for a price. Give each consultant the same facts: legal entity, industry, monthly turnover range, VAT status, employee count, currencies used, accounting software, fiscal device status and any overdue returns.

Then ask for a scope split into monthly, quarterly and once-off work. This approach exposes a quote that includes VAT7 preparation but excludes the reconciliation needed to prepare it accurately.

Questions for the engagement letter

●        Does the fee include PAYE calculations, return preparation and payroll review, or only submission?

●        Does it include NSSA P4 preparation through the NSSA self-service portal?

●        Will the consultant reconcile FDMS fiscal tax invoices and use the ZIMRA TaRMS Self-Service Portal for VAT work?

●        Are provisional-tax calculations included for the 20 March, 20 June, 20 September and 15 December deadlines?

●        Is 15.5% VAT included in the professional fee, or added to it?

●        What work triggers an additional fee, such as a ZIMRA audit, objection, historic cleanup or tax clearance application?

The form of the question matters. “Do you do our taxes?” invites an unclear answer, while “Does this fee include monthly VAT reconciliation, VAT7 preparation and TaRMS submission?” creates a scope that management can govern.

Keep tax work separate from other compliance assignments

Company registration, procurement compliance and investment licensing may sit alongside tax work, but they do not automatically form part of a tax consultant’s fee. The Companies Registry and CIPZ processes, PRAZ eGP requirements and ZIDA investment licensing are separate workstreams unless the engagement letter expressly includes them.

This distinction matters when an investor is setting up a Zimbabwe enterprise. A tax proposal may cover ZIMRA registration and tax advisory, while company registration, PRAZ registration or ZIDA licensing requires separate professional work and charges.

We recommend a single compliance map for a new market entry, even where different advisers handle the work. It gives the board a clear view of ownership, deadlines and total establishment cost.
