ZIMBABWE ACCOUNTING SERVICE COSTS: 2026 MONTHLY GUIDE

A Harare distributor may agree to a US$150 monthly bookkeeping quote, then discover at year-end that payroll, VAT returns and annual financial statements sit outside the package. The original number was not necessarily wrong. The scope was incomplete.

For owners comparing accounting firms in Harare, the useful question is not simply, “What is the monthly fee?” It is, “Which records, returns, currencies and statutory deadlines will the firm take responsibility for?” In 2026, the answer matters more because Zimbabwe’s VAT rate changed on 1 January and monthly payroll administration has distinct ZIMRA and NSSA obligations.

A published Harare SME Association listing places bookkeeping, financial reporting, tax preparation and payroll packages from US$150 per month. Treat that figure as a low-volume starting point, not a national market average. It is marked because the listing applied for the period from 26 August 2026 and each firm prices its work differently.

What a monthly accounting fee should cover

A monthly accounting service normally starts with recording transactions, reconciling bank accounts and producing management reports. The work becomes more involved when a business has cash sales, several bank accounts, foreign-currency transactions, stock, debtors, payroll or VAT.

Ask for a written scope before comparing fees. A quote should state the number of transactions included each month, the number of employees on payroll, the currencies covered, the accounting system used and the reports delivered to management.

At M&J, we regard a clear scope as a governance matter. It gives management a defined reporting timetable and avoids a dispute over whether a late reconciliation, VAT schedule or annual return was included in the monthly retainer.

Routine bookkeeping

For a small business with orderly records, routine bookkeeping may include capturing sales and expenses, reconciling one or two bank accounts and preparing a monthly profit-and-loss report. The US$150-per-month starting point can be relevant at this level, but only where transaction volumes remain low and the books do not need reconstruction.

Do not use a starting package as a budget for catch-up work. An accountant must review each missing month separately because unreconciled bank movements, supplier statements and unsupported cash payments require investigation rather than ordinary data entry.

Payroll and statutory deductions

Payroll adds recurring work because employers must calculate deductions, prepare returns and retain supporting records. Under ZIMRA’s 2026 notices, employers submit PAYE returns by the 5th and remit PAYE by the 10th of the following month.

For ZWG payroll, the monthly tax-free threshold is ZWG2,800, with marginal tax rates from 20% to 40%, plus a 3% AIDS Levy on tax payable. These figures apply from 1 January 2026 and should be reviewed before payroll is processed because tax tables can change.

NSSA pension contributions are 4.5% from the employer and 4.5% from the employee, subject to insurable earnings capped at US$700 a month under the published schedule. Employers work with P4A remittance advice and file the P4 monthly return through the NSSA portal. A payroll quote should say whether these calculations, payroll journals, payslips, PAYE returns and NSSA submissions are included.

VAT compliance

VAT registration becomes compulsory when taxable supplies exceed, or are expected to exceed, US$25,000 or the ZiG equivalent in 12 months. ZIMRA can compulsorily register an unregistered business above that threshold, with VAT, interest and penalties potentially following.

Standard VAT rose from 15% to 15.5% on 1 January 2026. The change required care in the December 2025 and January 2026 Category A reporting period because businesses could have transactions at different rates. If you charge VAT, expect the monthly fee to reflect invoice testing, input-tax support, VAT reconciliation and return preparation.

VAT is one of the areas where the cheapest quote can become expensive. A provider who only captures invoices but does not reconcile VAT control accounts leaves management with a return that may not agree to the general ledger.

The factors that increase accounting service costs

Transaction volume is usually the first pricing driver. A consulting company that raises 15 invoices and receives 20 supplier bills each month needs less processing than a wholesaler handling hundreds of cash sales, stock purchases and delivery notes.

Currency mix also affects the work. A business operating in USD and ZiG needs records that identify the currency of each transaction and support the treatment used in its reports and returns. Do not assume one monthly figure covers dual-currency reconciliations unless the proposal says so.

Year-end financial statements and tax returns

Monthly management accounts do not automatically include annual financial statements. For companies filing an ITF12C income-tax return, ZIMRA requires attached financial statements, and the return is generally due four months after the financial year-end through the ZIMRA Self Service Portal.

This deadline changes the workload near year-end. The accountant may need to finalise asset schedules, debtors, creditors, tax computations and supporting schedules before the return can be prepared. Confirm whether the annual accounts and ITF12C sit inside the monthly retainer or attract a separate engagement fee.

Companies Registry filings

Company secretarial compliance should appear separately in a proposal unless the firm expressly includes it. The 2026 government fee schedule lists US$100 for filing annual returns and US$50 for annual confirmation of accuracy.

Those are government filing fees, not an accountant’s professional fee. Your provider may charge separately to prepare the information, review company records and complete the filing through the Companies and Intellectual Property Zimbabwe process. The editor’s reference to CIPZ should be confirmed against the current Companies Registry process before publication.

Backlogs, controls and audit readiness

A business with three clean bank reconciliations is not comparable with one that has not reconciled a bank account for nine months. Backdated work costs more because the accountant must establish opening balances, trace missing documents and resolve differences before reporting becomes reliable.

The same applies where no one approves payments, sales records do not tie to deposits or stock records do not match purchases. Accounting firms can repair the books, but management should treat that work as a defined cleanup project, with a clear start date and deliverables.

Two practical cost examples

Take a Harare professional-services company with four employees, one USD bank account and about 35 transactions each month. Its owner supplies invoices, receipts and bank statements by the third working day, and the business has no VAT registration because taxable supplies remain below the US$25,000 12-month threshold.

A routine package starting from US$150 monthly may be a reasonable point for discussion. The owner should still confirm whether the fee includes payroll for four people, PAYE return preparation by the 5th, PAYE remittance support by the 10th, NSSA P4 work and year-end financial statements. If the owner waits until the last week of each month to send records, the provider may need to price for the extra follow-up.

Take a retailer with twelve staff, a US$40,000 monthly payroll and taxable sales above the VAT threshold. The business accepts card, transfer and cash payments, pays suppliers in more than one currency and holds stock.

This retailer should not select a provider on a US$150 starting package alone. Its monthly work includes payroll administration, VAT reconciliation at 15.5%, stock and supplier reconciliations, payroll controls and management reporting. A better request for proposal would ask for a separate monthly fee for routine work, a rate for backlog correction and an annual fee for financial statements, ITF12C and Companies Registry filings.

What to ask before appointing an accountant

Start with the practitioner’s authority to provide the service. Check the Public Accountants and Auditors Board, PAAB, registered-firms list before you appoint a provider. This step matters because a polished proposal does not itself establish professional registration.

Then request a scope that answers the following questions:

●        How many monthly transactions, bank accounts and employees does the fee include?

●        Does the fee include payroll, PAYE returns, NSSA P4 submissions and payslips?

●        Does the fee include VAT registration support, VAT returns and VAT reconciliations?

●        Are annual financial statements and the ITF12C return included or separately priced?

●        Are the US$100 annual-return fee and US$50 confirmation-of-accuracy fee paid directly by the company or handled as disbursements?

●        What does the firm charge for historic cleanup work, ZIMRA queries and tax-clearance support?

Also ask who reviews the work. Data capture and senior review are different tasks. For an enterprise owner, the value comes from receiving accounts that identify margin pressure, overdue debtors, payroll exposure or a VAT control issue early enough to act.

If your turnover remains below the VAT threshold and you have fewer than five employees, do not pay for a large-enterprise reporting package that includes weekly dashboards and stock controls you will not use. Pay instead for accurate bookkeeping, payroll compliance where applicable and timely year-end accounts.

If you trade above the VAT threshold, employ staff or plan to seek finance, avoid a provider who cannot explain how the books will support ZIMRA filings, NSSA records and financial statements. The monthly fee may be higher, but the scope should match the compliance exposure.

Public-sector and investor-facing considerations

Businesses bidding for public work should separately consider the procurement documentation requested for a specific opportunity. PRAZ governs public procurement processes, and bid requirements can create a need for current financial information, tax records and corporate documents. Confirm the tender requirements before assuming monthly accounting covers them.

For an investor entering Zimbabwe, accounting work often sits alongside company registration, tax registration, payroll setup and governance support. ZIDA may be relevant to an investment project, but an investment approval process does not remove ordinary ZIMRA, NSSA and Companies Registry obligations. Each authority asks for different records, which is why a single compliance calendar helps.

A capable advisory partner will distinguish between statutory filing fees, professional fees and project-based work. That distinction gives a board or investor a cleaner budget and reduces the risk of treating compliance as an unplanned year-end cost.
