A tender notice lands on your procurement team’s desk with a closing date only weeks away. You have a Taxpayer Identification Number, a current tax clearance and an incorporated company, but the notice asks for PRAZ registration and a Government Vendor Number. Those documents do not do the same work.

What a Government Vendor Number Covers
A Government Vendor Number records a supplier for Government supplier and payment administration. Any domestic or foreign corporate entity that wishes to supply goods or services to Government may apply through the PFMS Unit.
The Vendor Number remains valid for one calendar year and expires on 31 December. The renewal date does not follow the anniversary of your application, so a company approved late in the year still needs to plan for the 31 December cycle.
The published fee schedule, effective from 1 January 2025, sets the initial fee at US$250 for local vendors and US$300 for foreign vendors. Annual renewal costs US$150 for local vendors and US$200 for foreign vendors. A local bank-account change costs US$100, while a foreign bank-account change costs US$75.
The Vendor Number application file
The PFMS Unit requires a director’s typed application letter, payment receipt, certified incorporation certificate, current CR14 and CR6, valid tax clearance, identification documents for at least two listed directors, a company bank statement and directors’ proof of residence. Applicants must present originals alongside the submitted documents.
The bank statement deserves particular attention. The company name in the application documents must match the bank-account holder name, because PFMS needs a consistent legal and payment record before it can process a supplier profile.
The step many applicants miss is checking the company name character by character before they go to the counter. A trading style on the bank statement, an outdated company record, or a different punctuation convention can create an avoidable query.
ZIMRA issues a TIN through TaRMS to persons carrying on trade or business, and it issues the tax clearance required in the Vendor Number file. Tax compliance also has a commercial consequence: where a qualifying payment of US$1,000 or more lacks valid tax clearance, ZIMRA guidance states that 30% withholding may apply.

What PRAZ Registration Covers

PRAZ registration also runs to 31 December and requires annual renewal. Put the date in the enterprise compliance calendar with tax clearance renewals and procurement planning, because a registration that expires during a live tender can affect bid eligibility.
For 2026, PRAZ charges US$50 for micro enterprises, US$60 for small and medium enterprises, US$75 for other domestic bidders and US$850 for international bidders. The difference between a US$75 domestic registration and a US$250 Vendor Number application is not a price comparison. They purchase separate compliance positions.
Registration category is not an administrative detail
A supplier should not apply broadly without first checking the procurement categories it can credibly deliver. PRAZ registration is category-based, while the tender itself may prescribe eligibility documents, technical requirements and submission conditions beyond the PRAZ certificate.
Take an illustrative Harare technology supplier with 18 staff, annual Government sales ambitions of US$180,000 and a tender for managed network services. If it obtains a PRAZ registration in an unsuitable category, the US$60 or US$75 fee does not cure the mismatch. The business should first map its offered service to the tender and PRAZ category, then confirm its current tax clearance and Vendor Number requirements before pricing the bid.
The better judgement call is to register for the categories that align with the enterprise’s actual delivery capacity. A broad category strategy can look attractive, but the tender documents and the supplier’s evidence must still support the bid.
When You Need One, the Other, or Both
Start with the tender or contracting public entity’s requirements. Neither a Vendor Number nor PRAZ registration creates a universal right to supply every Government institution.
You may need a Vendor Number
Apply for a Government Vendor Number where you will supply goods or services to Government and the contracting process requires supplier and payment administration through the PFMS framework. The PFMS Unit administers this record, and the application requires a current ZIMRA tax clearance and the specified corporate and bank documents.
If you have no current Government supply opportunity and no planned public-sector sales, do not incur the US$250 local initial Vendor Number fee merely because the business has a TIN. Keep your company registration, ZIMRA records and bank details orderly, then apply when your Government procurement plan justifies the application.
You may need PRAZ registration
Obtain PRAZ registration when you intend to bid for public-entity contracts that require a registered bidder or contractor. Use the PRAZ eGP system and select the category relevant to the opportunity.
If a tender calls for PRAZ registration, a Vendor Number alone will not meet that bid requirement. The two registrations sit with different institutions and serve different procurement controls.
You may need both
Many Government tenders require both documents. A Ministry of Health tender published in 2024, for example, made PRAZ registration and a Government Vendor Number mandatory, alongside incorporation documents and valid tax clearance.
Treat that example as evidence of tender practice, not as a rule that applies to every procurement. Each tender can impose its own mandatory documentation, categories and closing conditions.
Consider an illustrative Bulawayo engineering company, which we will call Sable Traders, preparing to bid for a public-entity maintenance contract worth US$90,000. It has current ZIMRA tax clearance and pays US$250 for a local initial Vendor Number application, then US$75 as an other domestic bidder for PRAZ registration. If the tender requires both, its direct registration budget starts at US$325 before it accounts for document certification, staff time and bid preparation.
Sable Traders should not stop there. It should check the PRAZ category, confirm that its bank statement uses the same company name as its incorporation records, and read every tender condition. If it had begun this work only after the notice appeared, a hand-delivered Vendor Number file could become the critical path.
A Practical Sequence Before You Bid
We recommend a sequence that separates standing compliance from tender-specific work.
1. Confirm the legal entity and payment record
Check that the incorporation certificate, current CR14, CR6 and bank statement identify the same company. For a Vendor Number application, PFMS requires consistency between the company name and the bank-account holder name.
This review should happen before you pay an application fee. Correcting an internal company or bank-record discrepancy under a tender deadline puts avoidable pressure on directors and finance teams.
2. Keep ZIMRA tax status current
Obtain the TIN through TaRMS where the business carries on trade or business, and maintain valid tax clearance. The Vendor Number application requires tax clearance, and a missing valid clearance on qualifying payments of US$1,000 or more can expose the supplier to 30% withholding under ZIMRA guidance.
Tax registration is a foundation document. It does not replace PRAZ registration or a Vendor Number.
3. Identify whether the opportunity requires PRAZ, a Vendor Number, or both
Read the tender notice and procurement documents before assigning the bid team. Note the contracting public entity, the specified PRAZ category, the required certificates, the submission channel and the closing date.
Do not assume that a prior tender’s requirements will govern the next one. Ministries, local authorities and other public entities may set tender-specific mandatory documents within the applicable procurement process.
4. Budget for annual renewal, not only entry fees
Both registrations expire on 31 December. Put the renewal task, approval owner and budget line into your enterprise compliance calendar no later than the fourth quarter.
For a local vendor, the published annual Vendor Number renewal fee is US$150. PRAZ renewal fees follow the 2026 business-size and bidder-status bands, from US$50 for micro enterprises to US$850 for international bidders.
5. Retain the underlying evidence
Keep current copies of tax clearance, company records, director identification, proof of residence and bank information in a controlled bid file. The Vendor Number process requires originals to be presented, so a scanned file helps preparation but does not remove the need for document control.
This discipline also supports wider company compliance, including company registration records and tax compliance. It reduces the chance that procurement staff discover an expired or inconsistent record on the day a bid is due.
Common Errors We Advise Suppliers to Avoid
Treating tax clearance as procurement registration
Tax clearance comes from ZIMRA and supports the Vendor Number application. It does not put the supplier on the PRAZ bidder and contractor register, and it does not create a PFMS Vendor Number.
Renewing after 31 December
Both registrations expire on 31 December. A supplier that waits for a January tender to start renewal work risks entering the procurement cycle with an expired record.
Ignoring tender-specific conditions
PRAZ registration does not waive the tender’s own eligibility conditions. A bid can still fail if it lacks the required category, incorporation records, tax clearance or any other mandatory document stated in the notice.
Sending inconsistent company and bank details
The PFMS Unit requires the company name to match the bank-account holder name. Check this before hand delivery, particularly after a company name change, restructuring or bank-account update.
Applying for only one registration by habit
Some suppliers renew a Vendor Number every year without checking whether their target contracts require PRAZ registration. Others invest in PRAZ registration but overlook payment-administration requirements. The procurement document decides the combination.
