PRAZ AND CIFOZ REGISTRATION 2026: GETTING YOUR COMPANY ONTO ZIMBABWE'S TENDER LISTS

A contractor can spend weeks preparing a bid, only to discover that the procuring entity requires a current PRAZ certificate in the relevant category. That problem usually starts earlier, when the business treats supplier registration as an administrative task rather than part of its tender strategy.

PRAZ registration is the statutory route for a company seeking to bid for public procurement opportunities in Zimbabwe. CIFOZ registration serves a different purpose for construction businesses. We set out where each registration fits, what the PRAZ portal suppliers process asks for, and the judgement calls that can save a company from applying for the wrong status.

Start with the distinction between PRAZ and CIFOZ

PRAZ means the Procurement Regulatory Authority of Zimbabwe. Under the public procurement framework, public entities may contract only with registered bidders or contractors, which makes registration with PRAZ central to participation on the Government eGP tender system.

CIFOZ means the Construction Industry Federation of Zimbabwe. It is an industry membership body for construction-related businesses, not Zimbabwe’s statutory public-procurement regulator. A CIFOZ membership certificate does not replace a PRAZ certificate when a Government tender requires PRAZ registration.

This distinction matters most to construction companies. CIFOZ’s application material covers classifications including building, civil engineering, electrical, subcontractor and associate supplier. PRAZ registration, however, requires a supplier to select tender categories on the eGP system and demonstrate capacity for them.

Make the right first decision

If your immediate objective is to submit a bid to a ministry, local authority or another public entity, begin with PRAZ registration. Do not delay that application while pursuing CIFOZ membership, because CIFOZ admission does not create statutory eligibility to bid on its own.

If your company operates in construction and wants industry standing, sector connections or the Federation’s membership route, consider CIFOZ alongside PRAZ. Keep the two files separate. They ask for some similar evidence, but they lead to different outcomes.

Take an illustrative Bulawayo civil-works business with eight technical staff and a small fleet of owned equipment. Its director’s budget US$50 for a CIFOZ application and site-inspection fee, then assume that payment allows them onto Government tender lists. They lose time when an invitation requires current PRAZ registration in a category they have not selected. We would advise them to fund the PRAZ application first, then prepare the deeper CIFOZ membership file if the business case supports it.

Step 1: Prepare for PRAZ registration

The PRAZ Zimbabwe supplier process runs through the electronic Government Procurement portal. A business creates a supplier coordinator account, verifies its email using a one-time password, completes the organisation and ownership information, uploads supporting documents, then selects and pays for tender categories.

The email OTP expires within five minutes. Assign this step to a director, company secretary or trusted compliance lead who can act immediately, because an expired code can interrupt the account setup before the substantive application begins.

Assemble the company information first

The PRAZ registration requirements include core information about the business and its ownership. Prepare your constitutional documents, certificate of incorporation, director details, head-office and physical addresses, and Zimbabwean and foreign shareholding particulars before opening the application.

The portal asks for this information because a public-procurement register needs to identify the contracting party and its controlling interests. A company profile alone is not a substitute for the underlying company evidence.

Check that the names, addresses and director details match across your constitutional documents and current corporate records. Inconsistent spellings and old addresses create avoidable questions during review, particularly where the portal entry and uploaded documents tell different stories.

Choose categories with evidence in mind

You may apply for more than one PRAZ category. Each selection should reflect work that the enterprise can genuinely deliver, because PRAZ requires applicants to demonstrate capacity in their approved categories.

Do not select every available category simply to widen the number of notices you can see. A supplier that lacks the people, equipment or relevant experience for a category may struggle to support its application and may also weaken its position when it later responds to a tender.

Take a retailer with twelve staff and a US$40,000 monthly payroll that also supplies basic office equipment to private companies. It applies for a narrow goods category that reflects its supplier relationships and stock controls, rather than claiming construction capability it cannot evidence. That focused approach may limit the first set of opportunities, but it avoids paying for categories that the business cannot credibly pursue. Before expanding, the directors should measure whether they have the working capital, supplier commitments and delivery record the additional category requires.

The published PRAZ categories 2026 material and tender notices should guide this choice, but category fit always depends on your actual capacity. If turnover and operational evidence do not support a proposed line of work, do not pay for it merely because a large tender may appear later.

Step 2: Pay the correct PRAZ fee for 2026

As of September 2026, S.I. 9 of 2026 sets annual PRAZ registration and renewal fees for Zimbabwean bidders at US$50 for micro enterprises, US$60 for small and medium enterprises, and US$75 for non-MSMEs. International bidders pay US$850.

These are annual registration fees, not tender-award fees. The different levels distinguish Zimbabwean enterprise classifications from international bidders under the current fee order, so confirm how your business falls before you raise the invoice.

The eGP portal permits payment in ZiG at the prevailing interbank rate for unpaid invoices. Retain the payment record and reconcile it to the invoice in the portal, because a payment without the correct application context can delay the administrative process.

Do not rely on older fees quoted from S.I. 299 of 2021. S.I. 9 of 2026 repealed the 2020 and 2021 fee amendments and took effect on 12 January 2026.

Registration does not remove every tender-related payment. From 12 January 2026, the same statutory instrument sets per-bid administration fees of US$150 for domestic goods and services tenders and US$200 for domestic construction works tenders. These costs matter when management decides which opportunities justify the time, bid security, technical preparation and pricing work.

Plan for renewal before year-end

A PRAZ registration remains valid to 31 December in the approved category and requires annual renewal. A business that registers late in the year should still plan for the next renewal cycle, because validity follows the calendar year rather than a rolling 12-month period.

Put a renewal review in the compliance calendar by October. That gives the enterprise time to update director information, addresses, ownership particulars and category evidence before tender activity accelerates near year-end.

Step 3: Understand where CIFOZ registration fits

CIFOZ membership can complement a construction company’s procurement strategy. It should not become a substitute for the PRAZ process.

The latest CIFOZ application form we located, for 2024 to 2025, requests a bank report, certificate of incorporation, CR6, company profile with technical-staff CVs, financial statements, a valid ZIMRA ITF263, owned plant and equipment values, client and consultant references, and nomination by CIFOZ member companies. The form states a US$50 application and site-inspection fee. These CIFOZ details carry a [VERIFY] status for 2026.

This is a more commercially detailed file than many businesses expect. CIFOZ seeks evidence of financial standing, technical capacity, equipment and industry references because membership classifications involve the practical ability to perform construction work.

A valid ZIMRA ITF263 appears on the latest form because tax compliance forms part of the membership assessment. Review tax compliance before starting the CIFOZ file, since a missing or expired tax clearance can hold up a package that otherwise looks complete.

Expect a membership process, not a simple upload

Under CIFOZ rules published in 2023, applicants are posted for at least 14 days. An approved member then serves a 12-month probation, and a probationer may not tender above its registered category. These rules are [VERIFY] for a current 2026 application.

The 14-day posting period and 12-month probation affect commercial planning. A new contractor should not promise capacity above its registered CIFOZ category while it remains on probation, because that creates a gap between its sales commitments and its recognised status.

CIFOZ admission remains discretionary. Build the application around evidence rather than broad claims about experience: current technical CVs, accurate equipment schedules, financial statements and references that a reviewer can verify.

A practical registration file for directors

We recommend one controlled digital folder for PRAZ registration and a separate folder for CIFOZ registration. Give a named compliance owner authority to request missing documents, track expiry dates and confirm the final portal entries against the source documents.

For PRAZ, the working file should contain:

  1. Constitutional documents and certificate of incorporation.
  2. Current details for directors, physical and head-office addresses, and shareholding, including Zimbabwean and foreign holdings.
  3. Evidence that supports every tender category the company selects.
  4. The portal invoice and payment record.
  5. The PRAZ certificate once approval is complete, plus a reminder for renewal before 31 December.

For CIFOZ, subject to 2026 verification, add the bank report, CR6, technical-staff CVs, financial statements, ZIMRA ITF263, plant and equipment values, client and consultant references, and member-company nominations. The step businesses skip most often is checking whether every document tells the same corporate story before submission.

A director may hold an old CR6, while the financial statements use a newer address and the company profile lists different technical staff. Each item can look reasonable in isolation. Together, they raise questions that a pre-submission company registration and compliance review can identify.

Common mistakes we see in tender-readiness planning

Treating membership as tender eligibility

CIFOZ membership may strengthen a construction firm’s industry position, but it does not substitute for PRAZ registration on the Government eGP system. Use PRAZ for statutory bidder registration and CIFOZ for industry membership.

Paying an obsolete fee

The current domestic PRAZ fees are US$50, US$60 and US$75, depending on enterprise classification, under S.I. 9 of 2026. Use the 2026 fee order because historical web pages, old internal budgets and informal advice may still quote the earlier schedule.

Registering without a category strategy

A PRAZ certificate does not mean the supplier can pursue every public tender. The selected categories and the enterprise’s demonstrated capacity define the credible opportunities it can target.

Leaving registration until a tender close

The eGP process includes account creation, a five-minute email OTP, corporate details, shareholding particulars, supporting documents, category selection and payment. Start before a tender notice appears, because a compliance sequence rarely fits comfortably into a closing-day scramble.
