How to Handle a ZIMRA Query Without Panic

The email or letter from the Zimbabwe Revenue Authority arrives, often without warning. It requests information about a specific transaction, a particular return, or a discrepancy the authority has identified. The immediate reaction in many businesses is panic. The assumption is that a query is the first step toward a full audit, significant penalties, and reputational damage.

This assumption is usually wrong. A ZIMRA query is not an accusation. It is a request for clarification. Handled correctly, most queries are resolved quickly and without escalation. Handled poorly, a routine query can indeed become the catalyst for a broader investigation. The difference lies in how the business responds.

Step 1: Acknowledge Promptly and Professionally

The worst response to a ZIMRA query is silence. Ignoring the query does not make it disappear. It signals non-cooperation and can escalate the matter.

  • Acknowledge receipt of the query within the timeframe specified in the letter, or within 48 hours if no timeframe is given.
  • The acknowledgment should be professional and courteous. It should confirm that the query has been received and that the business is preparing a response.
  • If more time is needed to gather information, request an extension before the deadline expires. ZIMRA is generally receptive to reasonable extension requests.

Step 2: Understand Exactly What Is Being Asked

Before responding, the business must understand precisely what ZIMRA is asking and why.

  • Read the query carefully. Identify the specific transactions, periods, and issues under review.
  • Consult internally with the finance team, the relevant operational staff, and external tax advisers if necessary to understand the facts underlying the query.
  • Determine whether the query arises from a routine data-matching exercise, a specific transaction flagged by ZIMRA’s systems, or a broader compliance review.
